    Create a Cone from the Create/Standard Primitives menu. Go to Modify and change these settings:

    Radius1: 0,5
    Radius2: 0,4
    Height: 0,3
    Height Segs: 5
    Cap Segs: 1
    Sides: 15

    Open "Move Transform Type-In" and enter Absolute:World
    X: 0,04
    Y: 1,7
    Z: 1,3

    Open "Rotate Transform Type-In" and enter Absolute:World
    X: 90
    Y: 0
    Z: -90

    Close the window.

    Create a Cylinder, and enter these settings:

    Radius: 0,1
    Height: 1,6
    Height Segs: 5
    Cap Segs: 1
    Sides: 1
    Sides: 10

    Look at the next picture, and change the numbers as shown.

    Now select the cone and select "Create/Geometry/Compound Objects/Boolean," Pick Operand B (New Cylinder) and select Subtraction A-B.

    Create another Cylinder (see the next picture)

    Right click on the cylinder and select Convert to - Editable Mesh.
    Now select "Polygon", like you did with Vertex. Select the top Polygon and type "1" in "Extrude." Dont worry about the sharp corners, we will remove them later.
